MAJOR DUTIES Responsible for the overall management and direction of an enhanced and well balanced recreational activities program to meet individual interests and needs and to contribute to the physical, leisure and social development and well-being of participants. Responsible for planning, managing, directing and controlling ongoing MWR Fitness, sports, recreation and liberty programs on board Wallops Island. PROGRAM PLANNING Directs, develops and administers plans and procedures for a continuing and aggressive fitness, sports and recreation program designed to promote the physical, creative leisure time activities and social development of members of the military community at Wallops Island. Studies and develops recreation planning methods to be applied to future needs and to provide for the availability and development of recreation services and related resources and facilities that may be required by the military community. Establishes current and long-range program activities taking into consideration the needs and desires of the command mission(s), military strength, budget allowance, and existing staff end facilities. Works with operation manager to develop plans for the expansion of facilities, special projects, and changes in mission. Responsible for ensuring internal controls (cash handling, daily accounting of funds, inventory, property and vehicles) are in place and in compliance with standards, procedures and objectives. Prepares and submits procurement requests for supplies and equipment in a timely manner. Analyses work requirements and determines staff resources, equipment, and other requirements needed to accomplish the goals for the mission. Participates in long-range planning, and coordination of matters pertaining to support activities assigned. Ensures supply and equipment needs are fully justified and included in plans and reviews program achievements in light of established goals and objectives; discusses program assessment with operation manager to recommend changes in order to realize economies, efficiencies or increased or improved service. Provides operation manager with information, alternatives and recommendations for long-range plans pertaining to managerial, administrative, and financial management procedures and operations. 40% PROGRAM EVALUATION Performs regular and periodic reviews to ensure that all staff operate in the most efficient manner, providing the best possible service and operate programs in the most effective manner. Evaluates plans in practice to determine that overall objectives are being accomplished economically with reference to budget. Coordinates changes to hours of operation and/or other changes in normal operating procedures with operation manager prior to implementation. Functions as the key advisor and liaison for MWR on board for normal day to day programming and represents MWR at planning conferences and other meetings with the command, special interest groups, private organizations, special events and customers. PERSONNEL MANAGEMENT Performs personnel management functions and plans and initiates assignments based upon the difficulty, complexity, type of work and employee capabilities. Reviews and accepts or rejects work accomplishments and fulfills training needs of subordinates. Provides advice, counsel and instruction on technical and administrative matters. Hears and resolves employee complaints and refers the more serious unresolved cases accordingly. Performs other related duties as assigned. SUPERVISORY STATEMENT Responsible for the supervision of assigned programs. Supervisory duties include assigning work, defining priorities, selecting and recommending applicants for hire, evaluating performance, recommending pay adjustments/awards, providing or recommending training, approving and/or disapproving leave requests, initiating corrective actions, and recommending formal corrective/disciplinary actions as warranted. KNOWLEDGE REQUIRED A Bachelors Degree in Recreation or a related field is strongly preferred but may be substituted by three years of general experience (1) PLUS a minimum one year of specialized training and/or recreation programming experience PLUS a minimum six months supervisory/leader experience (NF3), OR (2) PLUS a minimum two years of specialized training and/or recreation program management experience PLUS a minimum one year supervisory experience (NF3). Must possess documented experience in:
Budgeting/cost analysis; Computers/software programs, including Microsoft Word and Excel, and ability learn all other software requirements within six months of hire; ability to communicate effectively verbally and in writing. Must be able to evaluate various program elements, and effect/recommend improvement to best achieve goals. Must display the ability to adjust work operations to meet urgent or changing situations. SUPERVISORY CONTROLS The position reports to the JEB Little Creek and Fort Story Operation Manager, who provides general assignments and objectives. The incumbent plans and carries out the assigned programs, handling problems and issues in accordance with standing instructions and official policies, and is expected to manage the day-to-day operations of assigned programs independently. Work is reviewed for achievement of overall objectives and goals and patron satisfaction. GUIDELINES Guidelines include, but are not limited to, BUPERS Instruction 1710.11C, BUPERS Instruction 5300.2, Fitness Standards, DOD and DON Regulations, local policies, procedures and SOPs, and Command internal instructions. Guidelines are often clear, but may be outdated or conflicting. The incumbent must be able to apply personal judgment and experience to consider several sources and select the appropriate guidance to apply to a specific situation. COMPLEXITY/SCOPE AND EFFECT Responsible for the management and technical direction of fitness, sports, recreation and liberty programs. Education, training, management experience and sound knowledge of good business practices must be consistently applied. Must use foresight to efficiently prepare for long-range projects and demonstrate initiative in planning and executing assigned programs and services to meet required deadlines. Programs and services provided contribute to readiness and retention within the Navy by offering desired fitness, recreation and social experiences, opportunities conducive to camaraderie, team building, enhancing interaction, and building individual well-being and self-esteem. Efficient and well-patronized activities generate revenue to improve and further offer programs and events. Fitness, recreation and leisure programs offered combat boredom and provide viable alternatives to less desirable usage of leisure time. PERSONAL CONTACTS/PURPOSE OF CONTACTS Personal contacts include MWR management and staff, program support staff, DoD/DoN components, CNIC staff, military officers, enlisted, retirees and family members, other patrons, vendors, contractors, on-base agencies providing technical assistance, special interest groups and others. The purpose of these contacts is to gain acceptance of fitness and recreational programs on the command to influence cooperative attitudes and compliance with policies and directives; to resolve conflicts, manage staff and others; exchange information often involving significant or controversial issues and differing viewpoints, to present programs/goals, objectives; or alternative approaches to groups and individuals with differing viewpoints and goals. Establishment and properly utilizing contacts is an important aspect of the work and requires tact, diplomacy and negotiating skills. PHYSICAL DEMANDS/WORK ENVIRONMENT Administrative work is primarily sedentary. Program work may involve assisting with programs and/or events, and require lifting up to 45 lbs unassisted, higher weights with assistance, outside work, setting displays or other items for events, etc. The work requires travel, as the supervisor and support staff are located a considerable distance from the installation. Administrative work is generally performed in an office setting, which is adequately lighted, heated and ventilated. Outside events and program work require exposure to weather conditions.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
