Campaign Chairperson

DutiesPosition is located in the Department of Homeland Security (DHS), Office of Strategy, Policy, and Plans, Center for Prevention Programs and Partnerships (CP3).
The campaign management office provides a streamlined approach for developing, coordinating, and implementing high- priority national informational and outreach campaigns on behalf of the Department.
Major Duties:
The incumbent for this position serves as the Supervisory Campaign Specialist and as such provide strategic management and oversight of the CP3 campaign portfolio, including the campaign, communications activities, and stakeholder relationships.
Develops and provides strategy, oversight, and management of multiple, ongoing national scale campaigns across the Department.
Strategic planning and oversight:
Establish a vision, purpose, and strategic direction for the campaign, as well as coordinates in the strategic development of new or re branded Departmental campaigns.
Ensures that campaign goals and objectives align with the strategy and mission for the Department, articulates meaningful outcome-based targets for the organization's goals, and communicates and engages the campaign office workforce in the accomplishment of each campaign strategy.
Budget planning and oversight:
Oversees and manages the financial requirements for campaign implementation across multiple campaigns in coordination with the Campaign Office Executive Director.
Develops budget estimations, formulation, and execution of allocated funds and allocates resources to the Team in accordance with prevailing federal laws and regulations, and agency policy.
Acquisition planning and oversight:
Plans and oversees campaign acquisitions and procurement to include the development of program-level acquisition strategies for current and future year contract services, monitoring and supervising the staff responsible for contract administration, and implementation of effective quality assurance protocols for all contract services and deliverables.
Supervision for federal staff:
Supervises CP3 campaign staff responsible for campaign activities across a broad spectrum of program and project areas.
Sets team goals and direct work assignment of the subordinate staff members.
Also coordinates the work assignments to set deadlines.
Monitors and evaluates the staff performance with the Campaign Team.
Assigns performance ratings, awards and initiates corrective actions along with counseling employees on behaviors if required.
Monitors team activities and program outcomes in accordance with approved strategic priorities.
Plans and continually assesses the campaign staff members and workforce to, evolve the workforce to match changing strategic needs.
Communications and Stakeholder Engagement:
Builds and maintains strong coalitions of internal and external campaign stakeholders, serving as a focal point for reporting program and project- specific information to both agency partners and external audiences, and building and maintaining relationships with stakeholder groups for continued participation in campaign activities.
In coordination with the CP3 Director, represents CP3 and DHS campaigns at high level, intra-, and interdepartmental meetings and briefings, congressional events and briefings, as well as external conferences, events, and seminars.
Develops and creates technical papers, speeches, reports, testimony, and various forms of correspondence and collateral concerning campaigns.

Understand a wide range of methods for the assessment and improvement of complex programs, processes and systems.
Works under the general supervision of a supervisor.
The supervisor makes assignments in terms of the organization's broadly defined mission or function, and assignment objectives.
The employee is responsible for independently planning, designing, and carrying out the work and keeping the supervisor informed on progress as appropriate.
The incumbent uses judgment in interpreting and adapting guidelines such as DHS policies, regulations, precedents, and work directions for application to specific cases or problems.
Develops, detailed plans, goals and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program.
Decisions concerning planning, organizing the conducting studies is complicated by conflicting program goals and objectives.
Contacts are with persons throughout the Department of Homeland Security, all bureau/ agencies that comprise the Department of Homeland Security, other departments, Congressional offices, the White House and members of the public.
The purpose of contacts is to plan, coordinate and advise on work efforts and to resolve operating problems.
The incumbent must be skillful in approaching individuals or groups in gaining compliance with established policies, regulations, or gaining information by establishing rapport.
Work is sedentary.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:
Complete the DHS Training Course 15 days prior to the arrival to the JDA.
Complete the DHS Joint Duty Assignment Progress Plan to include:
Phase 1:
Establish assignment objectives within the first 30 days of the JDA.
Phase 2:
Complete a self-assessment of the duties performed at the mid-point of the JDA.
Phase 3:
Complete a final review within the last 30 days of the JDA.

Estimated Salary: $20 to $28 per hour based on qualifications.
