Information Technology Specialist (SYSADMIN)

Duties Project management lead on a matrixed, cross-functional team of project managers and IT specialists who analyze, plan, design, document, assess, manage, and enact the enterprise-wide support for the IHS Health Information Exchange (HIE) and other health IT integration services.
Provide technical oversight on exchanging health information among I/T/U organizations, with other federal entities, such as the Center for Medicare and Medicaid Services (CMS), the Centers for Disease Control and Prevention (CDC), and the Social Security Administration (SSA), and with non-federal third parties (care providers and payers).
Direct the management of operating systems hardware and software, including physical and virtual servers, network devices, network protection devices, host operating systems, hypervisors, client operating systems, security services, monitoring services, web, application and database server software, email services (for direct exchange), middleware, business intelligence software, and custom-developed software supporting the exchange.
Contract Management to include writing performance work statements, independent government estimates, acquisition plans, technical review criteria and perform post-award administration contract administration activities.

MINIMUM
Qualifications:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Manage a matrixed, cross-functional team of project managers and IT specialists to analyze, plan, design, document, and enact the enterprise-wide support for the Health Information Exchange and health IT interoperability services.
Perform technical lead functions applying best practices for health information exchange between organizations operating systems, application services; and provide oversight of system configuration and system changes and databases technologies supporting health information exchange.
Provide capital planning and investment; and budget and/or cost analysis for contract representative strategy services.
Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements:
Merit Promotion (status) candidates must have completed one year of service at the next lower grade level.
Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
