Assistant Inspector General for Analytics and Innovation

Duties Develops workload projections for OAI, recommends priorities in connection with long-range planning for OIG data analytics and research, and prepares justifications supporting resource needs.
Coordinates the establishment of objectives for OAI projects and research and develops justifications and recommendations of priorities having major impact on OIG's long-range planning and annual budget preparation.
Develops data analytics, data mining warehousing, and technology systems that identify potential patterns of inefficiencies or ineffectiveness or patterns used in committing fraud, waste, and misuse.
Develops policies and procedures for OAI, including provisions for appropriate implementation of laws, rules, regulations and policies of relevant governmental agencies bearing on OIG's investigative and audit processes.
Recommends best practices to improve predictive analytics, statistical sampling, modeling, computer matching, continuous monitoring, data mining, and data warehousing processes.
Works with all components of OIG (Audit, Investigations, Counsel, Compliance and Integrity, Equal Opportunity, Diversity and Inclusion, and Management) to resolve problems, address concerns, and promote the work of OAI.
Oversees the development of major aspects of key OIG audit and investigative program requirements needed to perform data analytics including oversight of the staff?s activities and conducting liaison with local, state, and federal entities.
Provides guidance and assistance to the OAI staff and oversees the effectiveness in conducting and directing the functions by ensuring the timely completion of analytical products to support audits and investigations.
Ensures data integrity and data security controls are implemented throughout the assembly, sustainment, and augmentation of a single warehouse of data necessary to research detection of anomalous behavior through data pattern recognition and mining.
Directs the development of communication products and coordinates the activities of OIG's communications branch staff to achieve OIG?s mission and strategic goals.
Works with OIG's Senior leadership to create and update communications strategies and coordinates all aspect of OIG?s strategic planning process to include discussion, drafting, and publication of a final strategic plan.
Coordinates with other OIG offices to host events such as virtual e-learning sessions, panel discussions and special emphasis programs.
Supervises staff in drafting and reviewing publications, such as the Semiannual Report to Congress, USDA Management Challenges, OIG Annual Plan, blogs and other materials requested by OIG offices.
Reviews procurement and contracting needs related to OAI as well as assists the Deputy Inspector General in the development of service contracts and oversees contractors to ensure services are received in accordance with the contract.
Oversees, guides, plans, and coordinates the writing, publication, and production of all communication products ? printed materials, directives, photos/videos, website, and social media postings generated for OIG.
Manages the OAI staff, either directly or through subordinate supervisors, including the developing and modification of previously prepared performance standards for staff members.

QualificationsAs a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability.
Typically, experience of this nature will have been gained at or above the GS-14 grade level in the federal service or its equivalent in the private sector.
To meet the minimum qualification requirements for this position, applicants must demonstrate in resume and narrative statements possession of the Executive Core Qualifications (ECQs and the Mandatory Technical Qualifications (MTQs) listed below.
It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments, and results.
EXECUTIVE CORE QUALIFICATIONS (ECQs):
Applicants will be evaluated in the five Executive Core Qualifications (ECQ) listed below which are broadly applicable to SES positions throughout the Federal Government.
All competitive applicants must submit a narrative statement covering each of the ECQs.
Narratives should be limited to no more than a total of 10 pages for the ECQs.
OPM Candidate Development Program (CDP) graduates, current career SES members or former career SES members who are eligible for reinstatement to a career-reserved position need not submit an ECQ statement.

MANDATORY TECHNICAL
Qualifications:
All applicants must submit a narrative statement specifically addressing each of the following Technical Qualifications.
Narratives should be limited to no more than two pages per factor.
Applicants will be evaluated against each of these factors.
Demonstrated experience leading the application of a wide range of data science and data management concepts, policies, and practices and implementing and managing solutions while executing agency mission.
Leading projects that integrate emerging technologies and techniques in data science and analysis such as analytics, machine learning, and cloud computing, into organizational decision support systems and processes.
Leading projects that support the full lifecycle of knowledge or data management activities which include how information is created, stored, shared and governed within an organization.
A broad knowledge of and demonstrated ability to provide authoritative advice and guidance to senior leaders on data and evidence-based decision making in support of agency strategic goals and performance metrics.
Demonstrated experience leading an enterprise data governance program, with an emphasis on the development and implementation of data access policies and processes to improve data quality.
EducationEducation cannot be substituted for experience at this grade level.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
