Human Resources Specialist

DutiesThe incumbent serves as a Human Resources Specialist (Recruitment & Placement) and is responsible for providing expert guidance and consultant advice in performing an array of recruitment and placement functions with emphasis on talent and knowledge management, recruiting and placement strategies.
Exercises delegated examining authorities as required in various methods of recruitment and placement activities (i.
e.
, Veterans Preference, disability, competitive service, and ICTAP).
Utilizes various automated HR systems to implement effective operational functions, including, but not limited to conducting research; generating analytics and reports; developing job analyses and questionnaires; posting Job Opportunity Announcements JOAs); reviewing eligibility/qualifications of applicants against OPM Qualification Standards; and issuing certificates of eligible candidates to managers and supervisors of record.
Utilizes Microsoft Excel to conduct analysis of agency positions; develop data dashboards; and data tables that depicts analytics (i.
e.
, Veterans Preference (VP), student programs, and Presidential Management Fellows (PMF).
Utilizes HR Systems to research and document the structure of organizations; analyze positions title, and job series; and initiates processes.
Provides consultative and advisory services in recruitment and placement strategic planning with responsibility for ensuring the optimum use of manpower resources in accordance with Office of Personnel Management, Department of Homeland Security and United States Secret Services regulations, standards, directives, policies and precedents.
Serves as a consultant to supervisors and managers in conducting job analyses and developing questionnaires that are applicable to the position(s) of recruitment.
Conducts fact-finding and analysis of issues impacting the subject to identify and clarify problems or relevant issues.
Researches and interprets Federal laws and regulations, policies, and procedures to advise internal and external stakeholders on intent and application of concepts and principles relevant to the appropriate situations.
Draws conclusions and provides recommendations and implementing guidance on a range of alternatives to resolve issues.
Identifies ways to improve or enhance current HR best practices to ensure that management operational processes are effective in meeting the agency's goals and missions.

QualificationsQualifications required:
Mastery of and skill in applying advanced Human Resources Management (HRM) principles, concepts, and practices in recruitment and placement sufficient to provide consultative and advisory skills.
Ability to analyze proposed OPM and OHS/agency regulatory/policy changes, qualification standards, DEU staffing activities, recruitment and placement guidance sufficient to prepare written recommendations to applicable stakeholders.
Serves as staff advisor/technical authority agency-wide at providing expert advice and consultant to stakeholders, including, but not limited to senior-level management, program managers, supervisors, employees on implementing and administering human capital management operational programs (i.
e.
, recruitment and placement).
Provides expert advisory service and/or authoritative policy interpretations on complex, controversial or unprecedented human capital management issues sufficient to provide policy guidance as required; and advises on agency-wide impact and scope of decisions and implications of recruitment and placement decisions.
Knowledge of automated human resources systems (i.
e.
, HR Connect, E-52s, NFC, PINS, Secret Service Hire -Monster); and database systems (i.
e.
, Excel, Access, PowerPoint) sufficient to implement operational activities efficiently and effectively.
Skill and ability to gather, analyze, evaluate and interpret information sufficient to address problems and issues and to make appropriate decisions and recommendations.
Skill and ability to conduct job analyses in alignment with classified positions sufficient to develop effective questionnaires to identify the best talent and knowledge management in the recruitment and placement processes.
Ability to plan, develop and organize information sufficient to persuade senior-level stakeholders to accept and implement recommendations, where situations may involve substantial resources and/or require extensive changes in established procedures and methods.

Selected applicants for a JDA are requested to fulfill the items below during the JDA:
Complete the DHS Training Course 15 days prior to the arrival to the JDA.
Complete the DHS Joint Duty Assignment Progress Plan to include:
Phase 1:
Establish assignment objectives within the first 30 days of the JDA.
Phase 2:
Complete a self-assessment of the duties performed at the mid-point of the JDA.
Phase 3:
Complete a final review within the last 30 days of the JDA.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
