DutiesThis is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until September 29, 2023.
The initial cut-off date for referral of eligible applications will be June 6, 2023, with subsequent cut-off occurring every other Tuesday.
Eligible applications received after that date will be referred at regular intervals or as additional vacancies occur on an as-needed basis until positions are filled.
This position is located in the VISN's Human Resources Recruitment & Placement (R&P) Shared Services Unit (SSU) reporting to the SSU Recruitment & Placement Supervisory HR Specialist.
The incumbent serves as a VISN Shared Services Unit (SSU) R&P Team Lead with minimal supervision from the SSU R&P Supervisory HR Specialist.
Responsible for the general working oversight of HR Specialists in the R&P SSU.
Operates independently and receives assignments in terms of overall goals and objectives.
Exercises judgment and discretion with regards to work assignment and processing among the staff.
Distributes and balances workload among employees in accordance with staff workflow.
Instructs employees in specific task and job techniques and makes available written instructions; reference materials and supplies.
Estimates and reports on expected time of completion of work; maintains records of accomplishments and prepares reports as requested.
Amends or rejects work not meeting established standards; refers questions or matters not covered by established standards to the supervisor for higher level review.
Collaboratively evaluates VISN-wide trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs.
Performs other duties as assigned.

This position is eligible for a 15% Critical Skills Incentive (CSI).
CSIs are authorized for GS-201 Human Resource Specialists performing at a fully successful level or higher.

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12.
The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria:
Criteria 1 - Graduate Degree and Specialized
Experience:
Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-11 grade level.
Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.
e.
, Government or military) or private sector.
Qualifying specialized experience includes:
conducting recruitment and placement activities for a variety of professional, administrative and technical positions; interpreting and applying qualification standards/requirements to determine applicant qualifications; providing technical guidance and consultation regarding rules and regulations laws, policies and procedures pertaining to recruitment and staffing and personnel actions; explaining recruitment and placement policies, processes, and rules to managers in developing recruitment packages including job analysis, crediting plans, and performance-based interview questions; utilizing USA Staffing (or other automated staffing programs) to prepare vacancy announcements, issue referrals to managers, and onboard selectees.
OR Criteria 2 - Specialized
Experience:
You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas.
Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.

, Government or military) or private sector.
Qualifying specialized experience includes:
providing advisory services on staffing actions; advising management on recruitment strategies, sources, and special programs; providing managers and employees with information and interpretation of VA human resources policies; utilizing a higher degree of application and consultation skills of HR concepts, principles, laws, regulations, and practices, to include OPM requirements; providing a higher degree of application and consultation on automated systems such as HR Smart, USA Staffing and DCIPS; providing expert consultation to managers and staff regarding Title 5, Title 38, and Hybrid Title 38 recruitment and placement policies, hiring flexibilities, incentives, and compensation; solving problems of limited scope and selecting alternatives; using analytical and research techniques for fact finding and recommending solutions.

EducationQualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
