This is a fully remote opportunity.
Actual pay setting will be determined based on the employees' physical residence.
Description:
Provides recruitment and placement services for organizations which are large, complex, and have multiple mission(s).
The organizations are complex and dynamic, and have a wide range of professional, scientific, administrative, and highly technical positions.
High-grade positions or positions in emerging or rapidly changing technical fields are usually included.
Interprets provisions of the negotiated union contracts as they relate to merit promotion, priority placement, and reduction-in-force (RIF).
Regularly meets with management officials to discuss work status, get feedback on recruitment programs, plan time phasing of placements, and to stay informed of functional issues, new workloads, long range personnel needs, problems encountered, and other matters that would impact on recruitment and placement.
Coordinates local, Air Force, Priority Placement Program (PPP), and Office of Personnel Management priorities for positions to be filled and makes involved qualification determinations.
Ensures that the personnel actions are appropriately input into automated programs for the Request for Personnel Action Tracker, PPP, and other programs as necessary.
Conducts job analyses on a wide variety of complex positions.
Determines appropriate rating and ranking selective factors and develops crediting plans.
Sets pay for internal and external selectees in GS, FWS, and alternate personnel systems.
Extends tentative and firm job offers; establishes reporting dates.
Coordinates with all responsible personnel to insure pre-employment requirements are met in a timely manner.
Actively participates in administering RIFs.
Applies RIF policies and procedures to determine impact in serviced organizations, initiates pre-RIF actions, briefs management, counsels employees, and defends action taken relative to RIF appeals.
Provides authoritative technical assistance to other staffing specialists in resolving the most difficult and controversial recruitment and placement problems.
Responds to complaints and inquiries regarding the rating process.
Ideal Candidate:
Technical knowledge of assigned competency area or considered fully proficient; may require minimal supervision and/or guidance.
Independently defines, directs or leads highly challenging projects.
Tactically focused supporting day-to-day operations/activities.
Position contributes up to the highest level of duties/responsibilities of the NH-III Factors (Job Achievement and/or Innovation, Mission Support, Communication and/or Teamwork).

Employee must be able to obtain and maintain a Secret clearance.

May be required to work overtime on an unscheduled or emergency basis.
