Human Resources Assistants provide a variety of HR administrative and support services to produce results that accomplish the agency mission and support strategic goals and objectives.
This announcement encompasses multiple specialties within the field of HR.
A brief summary of duties for each specialty include but are not limited to:
Benefits:
assists HR Specialist in providing human resources support that entails determining the approach and methods needed to process personnel action, and ensures related Work life Benefits, Leave Administration and Reasonable Accommodation functions are completed in a timely fashion.
Classification:
serves as the point of contact for customers on basic classification issues, reviews incoming requests for re-descriptions, reorganizations, or establishment of new positions as well as assists Classification Specialists with other administrative duties.
Compensation:
assists HR Specialist with analyzing, interpreting, developing, and/or implementing laws, regulations, policies, and/or guidance involving subject matter areas within compensation administration such as pay schedules, salary surveys, and retention incentives.
Employee Relations/Labor Relations:
serves as a HR Assistant for the ER/LR and/or Performance Management sections performing administrative work to support HR Specialists in these areas.
Recruitment & Placement:
provides support work to HR Specialists in determining the approach and methods needed to staff positions at a specific grade level, processing personnel actions, and ensuring related staffing functions are completed in a timely fashion.
Technical/Reviewer:
supports HR Specialists in processing and reviewing a wide range of personnel actions to ensure actions fully process and provides assistance in the electronic Official Personnel (eOPF) system to include but not limited to ensuring supporting documentation that does not automatically flow is indexed and uploaded, Standard Form 50s are filed accurately, prior service folders are requested when necessary, and that separated files are transferred out upon employees separating from VA service.

The position to be filled is a Human Resources Assistant, GS-5.
An applicant has 1 year of qualifying experience and 90 semester hours of college.
The applicant meets 50 percent of the required experience and 75 percent of the required education.
The applicant exceeds 100 percent of the total requirements and is qualified for the position.
The position to be filled is a Human Resources Assistant, GS-5.
The applicant has 9 months of specialized experience and 75 semester hours of college (15 semester hours beyond the second year and the equivalent of 3 months of specialized experience).
The applicant meets 75 percent of the required experience and 25 percent of the required education.
The applicant meets 100 percent of the requirement for 1 year of specialized experience and is qualified for the position.
There is no educational substitution for the GS-06/07 level.
GS-06 grade level:

To be creditable, this experience must have been equivalent to at least the GS-5 level in the Federal service.
Specialized experience includes:
Answer inquiries concerning merit promotion procedures, procedures for reinstatement or transfer to another Federal agency, and job vacancies for which applications are being accepted; Identify whether employees applying for promotions meet time-in-grade requirements; and Identify appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on the HR action request; Initiate HR actions; Maintain files and/or employee records, position descriptions, training records, or other HR items; and Use a personal computer, terminal, and office software programs to enter data, complete forms.

Specialized experience includes:
Knowledge of and skill in applying an extensive body of HR rules, procedures, and operations and apply accepted HR practices in order to place applicants on an inventory or register used to fill assigned positions.
Comprehensive knowledge of HR automated resources.
Knowledge of payroll processing in order to facilitate new hire payroll document completion and successful handoff to payroll department.
Ability to assess pay related issues in HR Smart and coordinate appropriate resolution.
Knowledge of current HR database systems in order to retrieve and analyze information used to generate documents, records, reports, etc.
that contain tables or graphs.
Ability to coordinate actions, develop facts, and/or provide support in order to answer standard inquiries concerning merit promotional procedures; time-in-grade requirements; appropriate use of HR directives, policies or practices; nature of action codes; generic position descriptions; etc.
Ability to communicate orally and in writing in order to respond to inquiries regarding Human Resource procedures, processes, and/or related functional areas.
